The Problem

A source record can be corrected while a downstream consequence remains in place. Correcting the source does not by itself determine what happens to consequences already produced from the earlier state.

The OD-HAS Contribution

A cross-domain post-change lifecycle: State Change → Propagation → Revalidation → Disposition → Recoverable Effects. Rule A governs corrected-state treatment; Rule B identifies the narrow REBASE-PENDING condition where a distinct replacement ground exists but isn't yet adopted.

How It Works · Evidence Status

Tested against 25 CFPB complaint narratives (Ground B: 25/25 UNKNOWN — HOLD) and 20 MSPB procedural chains (Ground B fully decidable, 1 YES/19 NO, but interim authority unobservable — HOLD).

Evidence status: Framework with two bounded public-record pilots; not validated.

Why It Matters · Limits · Open Questions

Public accountability for the post-change interval is fragmented across record ecologies — no single system exposed the whole picture.

Limits: small, selected corpora; not representative. Open: whether a future study should require one corpus to expose everything, or test complementary layers across record ecologies.
